Cheyenne supports multilingual display with catalog files per language.
The position of word or phrase in one language must the position for the language used in the code.
Each application can have a separate set of language files.
They are referenced in the webapp definition of the HTTPD.cfg file in this format
default [ ... webapp [ virtual-root "/test-lang" root-dir %www/test-lang/ locales-dir %catalogs/ ] ]
where test-lang directory.
The format for Cheyenne requires the standalone files within each language directory
